House of Assembly: Vol1 - TUESDAY 4 SEPTEMBER 1984
The Secretary read the following Proclamation of the State President, dated 28 August 1984, summoning Parliament to meet today:

Under and by virtue of the power and authority vested in me by section.25 of the Republic of South Africa Constitution Act, 1961 (Act 32 of 1961), I hereby prorogue Parliament on Monday, the third day of September 1984 and under and by virtue of the power and authority vested in me by section 38 (read with section 102) of the Republic of South Africa Constitution Act, 1983 (Act 110 of 1983), I declare that the First Session of the Eighth Parliament of the Republic of South Africa will commence at Cape Town on Tuesday the fourth day of September 1984 for the dispatch of business.
Proclamation 135 of 1984 is hereby repealed.

The Secretary announced—
- (1) that in terms of section 102(4) of the Republic of South Africa Constitution Act, 1983, any person elected or nominated as a member of the House of Assembly as constituted for the purposes of the previous Constitution, and holding office immediately before the commencement of the Republic of South Africa Constitution Act, 1983, on 3 September 1984, was deemed to be duly elected or nominated to the House of Assembly;
- (2) that the Honourable Mr Justice P J Rabie, Chief Justice of South Africa, would administer the oath or affirmation to members of the House of Assembly.
The Serjeant-at-Arms announced the Honourable the Chief Justice, who was recieved by members standing and, having taken his seat at the Table, in terms of sections 56 and 96 of the Republic of South Africa Constitution Act, 1983, administered the oath to the following members:
and administered a solemn affirmation to Mr Graham Brian Douglas McIntosh.
The Honourable the Chief Justice thereupon withdrew.
The Secretary announced that in terms of sections 7(l)(b) and 58(1) of the Constitution the House would designate the members of the electoral college for the election of a State President and a Speaker.
In terms of section 7(l)(c) of the Constitution the Secretary requested the nominated and indirectly elected members of the House to leave the Chamber.
